Pro Cooperare Regionala Balti seeks highly qualified candidates for the position of Procurements monitoring expert for the local project „Citizens and civil society organisations – together against corruption”. The project is implemented in the framework of the „Strengthening the Rule of Law and Anti-Corruption Mechanisms in the Republic of Moldova”, implemented by the German International Cooperation Agency (GIZ).

Position description
The Procurement monitoring expert will support grantees in all aspects of project procurement and operational tasks. The expert supports the routine procurement and operations processes based on approved/existing policies and procedures of the project. In addition, the Procurements monitoring expert assists and monitor grantees in all operational and administrative processes as well as monitoring of the archived results and closeout for grants.

Assists grantees with procurement procedures, check of price quotes, and documentation of the procurement process
Maintains the project’s procurement and operation electronic and hard copy filing system.
Building strong relationship/partnership with grantees
Maintains grant files and tracker up-to-date (both hard and soft copies)
Assess performance of grantees and to inform impact assessment of projects, as needed
Serve as a point of contact for grantees, ensuring positive, compliant communications
Ensure full compliance with GIZ/UE regulations related to grant implementation.
Conduct other activities as directed by the Project Manager

Skills and Qualifications:
Minimum of 3 years of relevant work experience in procurement and operational support;
University degree in a relevant field;
Experience implementing grants projects along the full grant lifecycle from solicitation to implementation, monitoring, and closeout.
Fluency in Romanian and proficiency in English preferred with excellent oral and written communication skills;
Previous experience implementing donor-funded projects;
Ability to manage multiple ongoing projects at once;
Strong analytical skills and attention to details;
Advanced proficiency in Microsoft Excel preferred.
